This page documents how CompleteLine obtains end-user consent for SMS messaging, as required for A2P 10DLC campaign registration. It is intended for review by The Campaign Registry (TCR) and wireless carriers.
CompleteLine is a missed-call text-back platform for local businesses. SMS messages are sent only to individuals who have first called a CompleteLine-enabled business phone number and whose call went unanswered.
The consent basis is customer-initiated contact via inbound call. The customer dials the business; the business does not initiate the contact. CompleteLine’s automated SMS is a direct reply to that call attempt — functionally equivalent to the business returning the missed call.
The customer initiates contact by calling a CompleteLine-enabled phone number.
The business is unavailable — busy, after hours, or on another call.
Within 5 seconds, the caller receives one SMS from the business’s number. The message identifies the business by name, acknowledges the missed call, and includes opt-out and help instructions.
If the customer replies, the conversation continues via AI assistant. If the customer replies STOP, no further messages are sent and the opt-out is recorded permanently.
The first message sent to every caller includes all CTIA-required disclosures inline. Below is a representative example of an initial CompleteLine message:
Hi! This is [Business Name] — you just called us but we missed you. We don’t want you to wait, so I’m here to help right now.

Under CompleteLine’s Terms of Service, every business using the platform is required to post a visible notice on their website and at their point of service informing customers that:

CompleteLine enforces this requirement as a condition of service. The requirement is documented in our Terms of Service at completeline.app/legal/terms.

Opt-out requests are processed in real time. All opt-outs are recorded in CompleteLine’s database and no further messages are sent to that number from that business, regardless of future calls.
CompleteLine does not use purchased lists, scraped contacts, or any data source other than the inbound caller’s phone number obtained via caller ID at the time of the call. No messages are sent to anyone who has not first called the business. This is strictly a reactive, customer-initiated messaging flow.
